Tender Valley, a Dutch tender consultancy, will launch Tender Shark on 1 October 2026 — an AI-driven platform that packages decades of practical bidding experience into tools aimed at companies of all sizes, from sole traders to corporate tender teams.
What Tender Shark does
Rather than being a generic procurement tool, Tender Shark is presented as a digital codification of Tender Valley’s in-house knowledge about how organisations win public tenders. The product uses AI to surface relevant opportunities, summarise tender documents, support market analysis and bid planning, and — in its top tier — assist with writing and designing submissions.
Four tiered packages
- Alerts — real-time signalling of relevant tenders as they appear.
- Basic — adds a searchable tender database and AI-generated, decision-focused summaries of tender documents.
- Pro — includes an AI Tender Assistant, market analysis and bid-management features to organise process and planning.
- Advanced — the most comprehensive package; adds AI-supported tender writing and tender design from concept through to a fully formatted submission.
The company says the tiered structure lets organisations pick only the level of support they need rather than being forced into an oversized package.
Background and launch
Tender Valley operates from Amsterdam and Rotterdam and says its team of eleven consultants brings more than 100 years of combined experience guiding thousands of procurement processes across construction, facilities and professional services. The firm’s founder, Karel Koppens, is the author of Tender Hacks — a standard text on tendering now in an expanded second edition.
Koppens frames Tender Shark as more than a software product: “You don’t win tenders because your software is superior,” he says. “You win because you choose the right opportunities, understand what the buyer truly needs and can translate that into a convincing bid. That practical knowledge is what we call tender intelligence — and Tender Shark is built around it.”
